- “Education as a Development Strategy for the State of Israel” (חינוך כאסטרטגיה לפיתוח של מדינת ישראל) - keynote at כנס עתיד החינוך (Future of Education Conference), Histadrut HaMorim & Amutat HaMorim, Aug 24, 2026. Argues for reframing education spending as national development infrastructure rather than a budget line to be trimmed, and lays out a four-part “Middle-Line Model” policy proposal: a real pay floor for all teachers, career-long development pathways, differentiated need-based resource allocation, and dedicated in-school professional workspace and time.
